When 40 percent of Downtown Detroit is covered by parking, a change is needed to adapt to present and future urban challenges. Detroit is currently suffering from an overabundance of surface parking, which must be addressed before redevelopment efforts may continue. This thesis will investigate these issues by looking at policy, occupiable space, environmental impacts, and flexibility in land use to build a framework for re-envisioning parking with the use of tactical urbanism to help spur resilience, and counteract negative impacts of current policies and characteristics of parking.
